Speaking at the construction site of a new Tullamore Dew distillery, he promised new policy “in the coming weeks” and said the Government was “working very seriously on the relationship between Irish people and alcohol”.

Mr Coveney added: “In relation to below-cost selling, certainly we are looking at trying to target, in particular, the use of alcohol as a loss leader in retail outlets, that’s not acceptable.”

He also admitted “the issue around the sponsorship of sport by the alcohol industry is something that needs more work”.
